CU Boulder welcomes applications for an Assistant Vice Chancellor of Organizational Effectiveness, Academic Affairs! The Provost's Office is the face of the Division of Academic Affairs, as such the work unit is oriented toward providing service that supports the institution's academic role and mission. The Division of Academic Affairs is led by the Provost, and exists to nurture, foster and support the development of outstanding academic, research, and instructional programs on the University of Colorado Boulder campus to ensure our students are offered academic excellence in their undergraduate and graduate education.

The AVC is a strategic advisor in all organizational effectiveness, business strategy, personnel management and human resource matters for the Office of the Provost and core units (Academic Planning and Assessment, Academic Resource Management, Office of Faculty Affairs, Graduate School, Academic and Learning Innovation, Undergraduate Education, and Ombuds). The AVC works collaboratively with HR senior leadership in the Division of Academic Affairs, including schools, colleges, and academic support units to provide divisional HR strategy. The AVC is responsible for advising officers and their leadership on policy, procedures, and best practices with the goal of providing a positive and inclusive employee experience for all. This includes creating and implementing a vision to attract, develop, motivate and retain a diverse and highly effective workforce capable of advancing the academic mission. The AVC works closely with the Provost's executive leadership team on leading special projects that have organizational impacts. This position serves as a key leader in diversity, equity, and inclusion efforts.

The workforce of the Office of the Provost and core units is composed of faculty, staff, temporary employees, and student employees. Responsibility for supporting, training, and indirect supervision of unit employees involved in personnel management and human resources activities across 7 directorates reporting to the provost. Providing leadership for VCAA shared services, supporting 26 departments, with responsibility for ensuring the success and deliverables of day-to-day operations. The AVC partners with officers and their leadership teams to create and implement unit specific employee engagement initiatives and training relevant to employees. Working in collaboration with campus departments such as Human Resources and Faculty Affairs, the AVC provides leadership and guidance in development, implementation, and equitable administration of policies and processes.

This position reports directly to the Associate Vice Chancellor for Academic Affairs Budget & Finance, supports the provost and core unit officers, and provides strategic guidance to the division of academic affairs senior HR leaders.

What Your Key Responsibilities Will Be


Academic Affairs HR Processes & Partnerships
  • Provide leadership and strategy in collaboration with the Office of Faculty Affairs and Office of Human Resources on faculty personnel matters.
  • Direct the annual compensation and merit exercise, which includes producing the annual Academic Affairs' personnel roster, and based on university system and campus decisions and in close consultation with HR, develop annual compensation and merit eligibility, instructions, procedures, and guidelines.
  • Direct the annual faculty recruitment and retention process and advise campus leadership on strategy.
  • Maintain the faculty rostering, compensation, and merit process in a cloud-based environment for the campus.
  • Support human resource liaisons in academic affairs on faculty personnel functions including recruitment, hiring, and appointments; compensation; leaves, sabbaticals, and retirement.
  • Manage the annual faculty contract renewal process and serve as the primary liaison to the system office and campus.
  • Serve as the primary contact with various campus offices related to organizational effectiveness issues affecting the provost and academic affairs units.
  • Lead and convene the academic affairs HR senior leaders to address divisional strategies and create consistency in practices where possible.
  • Create and maintain strategic partnerships with the liaisons in various campus HR units, including but not limited to, employee relations, recruitment, compensation management, HRSC.
  • Represent the Office of the Provost or VCAA on committees and special projects as appropriate

Leadership
  • Create a direction for organizational strategy including personnel management and human resources operations for the Office of the Provost and its core units.
  • Collaborate with Provost's Office leadership and core units to develop and refine inclusive strategy and tactics related to employee development, organizational effectiveness, succession planning, compensation, classification, and talent acquisition.
  • Advise, counsel and assist Vice Chancellors, AVC's and leaders on personnel management, human resources matters, and overall workforce strategy.
  • Serve as a strategic business partner, providing consultation and guidance pertaining to current and future people needs.
  • Ensure compliance with, and serve as the subject matter expert regarding CU system and campus policies, federal and state law, and HR best practices.
  • Provide communication on an ongoing basis to all supervisors and employees as a way of ensuring openness, transparency, and alignment of the mission, values and strategic goals for academic affairs.
  • Create and implement an approach for creating an engaging and fulfilling work environment. This includes reward and recognition, award programs, development opportunities, training, employee engagement initiatives, and health and wellbeing.
  • Provide both proactive and reactive coaching to supervisors regarding their leadership approach, how to best support their employees, and specific scenarios that arise.
  • Advise the provost, and other members of Provost's Cabinet on personnel management and human resources items that need attention or direction.
  • Provide leadership in the design, implementation and assessment of Office of the Provost and core unit strategic goals and initiatives, as well as clarifying roles and responsibilities of staff to support strategic goals and initiatives.
  • Guide staff in gaining a clear understanding of the mission, values and strategic goals.
  • Provide ongoing review, assessment, and progress toward the Office of the Provost and core unit DEI Action and Assessment Plans.

Organizational Effectiveness Strategy
  • Conduct assessment of current organizational structures, operations, processes, and culture and update as appropriate and define areas for optimization.
  • Lead continuous improvement strategies as they relate to organizational structure, processes and workflows.
  • Provide employee support through change processes by implementing change management strategies that may include: collaboration with the Office of the Provost's communication professionals to develop communication plans; designing and implementing resistance management techniques; and partner engagement.
  • Partnering with the Office of the Provost leadership, determine the success of change initiatives through data analysis to track and measure effectiveness.
  • Responsible for creating recommendations, and implementing agreed suggestions, of initiatives to enhance culture and further align organizational practices, processes and behaviors with CU's mission, vision and values.
  • Maintain up-to-date understanding of industry trends and standard processes pertaining to organizational development and implement innovative approaches to continuous support optimization.
  • Obtain feedback from all employees leaving the Provost's office and core units through exit interviews to understand opportunities that exist.
  • In collaboration with leadership, assess and identify skills gaps within units related to employees' expertise, abilities, knowledge and performance.
  • Develop and deliver training programs in the areas of HR, skills and professional development related topics designed to enhance employee knowledge, abilities, skills and performance connected to the organizational objectives.
  • Provide consultation and guidance regarding developing succession plans and talent pipelines within the unit to ensure smooth future transitions of positions and equip the unit to continue performing at a high caliber during periods of transitions.

Employee Relations
  • Oversee the performance management cycle for all employee types for the Office of the Provost and core units. This includes the performance review and goal setting process for staff, ensuring that all are reviewed on time, receive thoughtful coaching and evaluations, and are given effective feedback; coordinate and communicate annual timelines and processes.
  • Develop and provide training for staff supervisors specifically related to the performance management cycle.
  • Recommend and implement employee recognition programs for the Provost's office and core units. Serve as the provost's delegate for review and approval of recognition programs within the division of academic affairs.
  • Responsible for coaching and advising supervisors in employee relations matters, related to both performance and behavior.
  • Work with University Human Resources and the Office of Legal Counsel to protect the institution when taking binding action impacting staff compensation and other personnel actions, including up to termination. Enforce corrective and disciplinary actions, up to and including termination; manage the employee progressive discipline process. Consult with Human Resources and Office of Legal Counsel regarding actions taken and compile records/evidence if called to defend action taken.
  • Serve as the primary resource for compliance with University, State and Federal employment rules; advise supervisors and employees accordingly.
  • Liaise with Human Resources, OFA, Office of Institutional Equity and Compliance, Student Employment, Risk Management, and Employee Services to coordinate with, address and resolve personnel issues that arise.

Personnel Management
  • Ensure the tools, products and services for personnel management are deployed, understood and used.
  • Oversee HR functions for faculty, staff, and student employment processes; talent acquisition, employee onboarding and offboarding, retention, discipline, compensation, performance management, employee relations, organizational development, employment practices and development and administration of policies.
  • Serve as the provost's delegate for academic affairs on actions that require Vice Chancellor approval, including but not limited to academic affairs faculty and staff additional compensation, officer direct reports position descriptions, and letter of offer approvals.
  • Responsible for and support executive (Dean, Vice Chancellor, Associate/Assistant Vice Chancellor level) searches and hiring processes and assist in required administrator appraisals.
  • Oversee approval process for hires and memoranda of understanding/agreement and ensure accurate funding of positions.
  • Serve as subject matter expert in the Office of the Provost for faculty affairs processes and procedures for core units and their leadership.
  • Oversee faculty and faculty administrator appointments (e.g. faculty director, lecturer, teaching faculty positions) originating in the Provost's office or VCAA support units by providing appropriate guidance and direction. This includes, but is not limited to, overseeing the faculty offer letter process, coordinating hiring, reappointment, and other actions during the life cycle of these appointments.
  • Participate in efforts to ensure data in HCM is current and accurate, taking corrective actions as needed.
  • Develop and implement effective strategies and a standardized approach for the Provost's office and core units.
  • Periodically review business processes for VCAA shared services to ensure efficiency and effectiveness.

Supervision
  • Provide leadership through regular communication, active goal setting, and routine coaching to model and promote behavior that aligns with CU's core values.
  • Organize and plan work to ensure appropriate prioritization and timely deliverables of the VCAA shared services team.
  • Evaluate processes for continual improvement of the efficiency and effectiveness.
  • Provide staff with professional and personal growth and development.
  • Responsible for frequent individual check-ins to ensure collaboration and alignment on priorities.
  • Accountable for the workload organization of deliverables associated with organizational effectiveness activities.

What We Can Offer


Annual salary range of $155,000 - $171,000. Recruitment incentive offered within departmental guidelines.

  • Bachelor's degree from an accredited institution.
  • 6+ years of experience in organizational effectiveness, human resources, faculty affairs and/or related experience, with 5+ years of experience as a supervisor within Higher Education.
  • Equivalent combination of education and experience may substitute for the degree.
